Harassment, Intimidation and Bullying (HIB)

What is "HIB" or bullying?

It seems that the definition of bullying has evolved over the years. In the past, bullying was often associated with physical acts, like one child hitting another on the playground and taking their lunch money. However, in 2011, the NJ State Legislature legally defined harassment, intimidation, or bullying (HIB). To be considered a HIB event, specific criteria must be met (see below). 

CCSP shares this information to raise awareness about the criteria involved in identifying HIB incidents. It’s important for us, as families and educators, to understand the evolving definition and take appropriate steps to prevent and address bullying in our schools.

HIB Event Criteria

  1. An event can take the form of a gesture, written, verbal, or physical act, or electronic communication. This can be a single incident or a series of incidents.
  2. The event must be seen by a reasonable as being motivated either by any actual or perceived characteristic such as race, color, religion, ancestry, national origin, gender, sexual orientation, gender identity and expression, or a mental physical or sensory disability, or by any other distinguishing characteristic.
  3. The event must occur on school property, at a school-sponsored function, on a school bus, or off school grounds, significantly disrupting or interfering with the orderly operations of the school.
  4. Below are the criteria that must be met to affirm an event as HIB:
    • The event should physically or emotionally harm a student, damage their property, or create reasonable fear of harm.

    • The event should insult or demean any student or group of students.

    • The event should create a hostile educational environment, interfering with a student’s education or causing severe emotional or physical harm.
